Portland scooter rider dies after crash with motorist making illegal U-turn

A Portland man, 38-year-old Kyle Stahl, died a week after being hit by a car making an illegal U-turn. The driver was cited for causing an accident and causing significant injury to a vulnerable road user. E-scooter injuries have significantly increased in recent years, with at least 17 deaths linked to them in Oregon.
