The final vote was 16-18, which required a simple majority of 21 votes to pass. The legislation was filed after city officials urged Nashvillians to drip their faucets to avoid frozen or bursting pipes in the wake of the storm. However, state law requires service credits to be applied across an entire service base, even if their usage was flat.
