In Arizona, party politics plays a significant role in passing bills, with heavy emphasis on bills deemed "substantial" or "significant". The study's author, Alan Wiseman, found that while term limits exist in 16 states, the longer a person is in office, the more effective they are. The study also found that developing expertise in a subject can pay off. Lawmakers who focus their policy agendas on one issue are more successful, as are lawmakers who have track records of working across party lines. Arizona's most effective lawmakers, Rep. David Livingston and Sen. John Kavanagh, had the highest scores in the 2023-24 review, each having been in the Legislature for more than a decade. Bipartisan support is also a crucial component in lawmaking, particularly in a divided government with a Democratic governor and Republican-controlled Legislature.
