Balloon launch to be held for 17-year-old Youngstown murder victim

Family and friends of 17-year-old Charles Pullen Jr. are planning a balloon launch at 5 p.m. at Arlington Heights Park to commemorate him. Pullen was shot and killed last week near Potomac Avenue and East Judson Avenue. No updates have been released regarding the case.
