President Claudia Sheinbaum defended her 'Plan B' electoral reform proposal after the Senate approved cuts to lawmaker and INE official "privileges," with savings to be redirected to health, education & welfare. However, the 2027 presidential recall provision was removed. The proposal includes caps on state legislatures' budgets at 0.7% and the federal budget will also be cut pending further approval by the lower house. This is the first time SheInbaum has faced congressional resistance to a legislative proposal in her nearly 18-month tenure. Her original proposal was rejected by the Chamber of Deputies earlier this month and her ‘plan B’ bill was amended before it was approved. Sheinba acknowledged that an aspect of her 'plan B' proposal that would have allowed a presidential recall election at the same time as municipal, state and federal elections in 2027 was not approved.
