Human Rights Watch (HRW) has accused Israel of illegally using white phosphorus munitions over homes in the southern Lebanese town Yohmor on March 3, posing a threat to civilians. The group verified eight images showing white phosphorus used over residential areas and civil defense workers responding to fires in the area. The Israeli military denied knowledge of the use of such shells and declined to comment on the claims. The use of white phosphorus over populated areas is unlawful under international humanitarian law, although Israel has not signed the Protocol on the Prohibition of Use of Certain Conventional Weapons (PSP), which prohibits using incendiary weapons against military targets near civilians.
