Police in Texas used jumper cables to rescue a mother and three children from raging floodwaters. The incident occurred when the car was found trapped in a canal and the mother was trapped in the front. The officer used the jumper cables as a makeshift lifeline and no one was seriously injured. Since the incident, all city patrol vehicles have been equipped with a water rescue throw bag.
