The NCAA's Division I FBS Oversight Committee has introduced legislation to eliminate the two-year transition penalty for teams transitioning from FCS to FBS in their first year, provided they finish with a 6-6 record and can fulfill one of their conference's bowl commitments. The proposal could allow North Dakota State and Sacramento State to reach postseason eligibility in Year 1, potentially leading them to conference championship games and the College Football Playoff. If approved, this would allow them immediate eligibility for the College football Playoff. The legislation still requires feedback from NCAA membership before it is reviewed by the Division I Cabinet in June.
