Director of National Intelligence, Tulsi Gabbard, has stated that only the president can determine if a nation poses an "imminent threat" during a Senate hearing on worldwide threats. This statement came after top aide Joe Kent, who directed the National Counterterrorism Center, resigned in a scathing letter about the war in Iran. Despite this, Gabbad has been largely silent about the U.S.-Israeli strikes on Iran, arguing that the intelligence community's assessment indicates Iran's intention to rebuild its nuclear enrichment capabilities. She also stated that Iran was recovering from the damage to its nuclear infrastructure and had refused to comply with nuclear obligations.
