House votes to renew foreign spy program but GOP chaos stalls push to end DHS shutdown

The House of Representatives voted to extend a foreign surveillance program, Section 702 of the Foreign Intelligence Surveillance Act (FISA), and a Senate-approved budget resolution that would allow the process to fund ICE and the Border Patrol for the rest of President Donald Trump's term. However, a dispute over the farm bill led to a delay in final passage of the budget resolution, which was reached by a group of Republicans unhappy with provisions in the unrelated farm bill. The House's Speaker Mike Johnson negotiated with these Republicans on the House floor to resolve the impasse. If successful, the budget vote could secure GOP support needed to fund the Department of Homeland Security, which has been shut down for a record 74 days due to Democrats' demands for reforms. The resolution also advanced the farm bills, setting agriculture policy for the next five years, but final passage could not occur due to a dispute about year-round sales of E15.
