Rep. Andy Ogles, a member of the conservative House Freedom Caucus, has proposed legislation to end chain migration and eliminate the diversity visa lottery. The bill would shift the American immigration system from a family-based focus to prioritizing immigrants who serve the national interest of the U.S. Applicants seeking to immigrate would have to qualify under an expanded set of “good moral character requirements, including those with prior arrest records for domestic violence or driving under the influence. The legislation reverses longstanding immigration quotas that overwhelmingly favored people from Northern and Western Europe.
