Report on Spain's nationwide blackout won't assign blame, antitrust chief says

The report by Spain's antitrust and energy watchdog, the National Association of Countries (NEC), will not assign blame for the country's widespread public outage on April 28, 2012. The outage left large swathes of Spain and Portugal in the dark for up to 10 hours. The report will also include recommendations and conclusions.
