A Grand Forks man, Richard Joseph Littlewind Jr, has been arrested for allegedly holding a knife to the woman's throat and choking her. The charges stem from a domestic violence incident that occurred on March 21. The victim told police that she was unable to breathe and felt threatened by the ordeal. Littlewind has at least two prior convictions for domestic violence.
