Health and welfare budget passes senate on second attempt, now including further cuts

The Idaho Senate has approved a revised Health and Human Services maintenance budget, which initially failed earlier in the legislative session. The bill includes a nearly $65 million reduction to residential habilitation programs. The previous bill failed due to a $14 million removal from federal funds and a reduction to account for Medicaid provider rate cuts from House Bill 863. Sen. Scott Grow, the bill's sponsor and co-chair of JFAC, said this was a chance for everyone to come together and align with policy. Those opposed to the bill believe it still cuts too much and expressed frustration over how maintenance budgets have been handled this year.
