A California man, Andy Vences, has been charged with leaving the scene of a hit-and-run incident in Biscayne Bay, near the Miami Marine Stadium. The Florida Fish and Wildlife Conservation Commission stated that Vences struck a woman with a personal watercraft and left the scene without attempting to assist. The arrest followed reports of Vences leaving the immediate vicinity of the accident.
