Sean McVay won't be "losing any sleep" if backward-pass proposal fails

The Los Angeles Rams have proposed multiple rule changes following a controversial two-point play in a game against Seattle. The proposal aims to allow a tipped ball that goes past the line of scrimmage to fall under the same parameters of a fumble. The Rams also propose a 40-second limit on the initiation of booth reviews, and a retroactive interpretation of a backward pass that is deflected by either team and touches the ground. These proposals require 24 votes from all 32 teams to pass.
