Editorial: Owner of massive Elwood Energy plant isn’t waiting for Illinois closure deadlines. They’re literally moving the plant to Texas.

The owner of the Elwood Energy facility in Will County, Illinois, is moving their part of the facility to Texas due to Illinois' landmark clean-energy law, the Climate & Equitable Jobs Act, which was enacted in 2021. The law requires Illinois to phase out the burning of fossil fuels for electricity by 2045 and set an earlier 2030 deadline for closing certain gas-fired plants. The removal of 900 megawatts of capacity could increase local electric bills. The remaining three units will continue to operate at the site until 2045 due to the change in ownership from a private company to a nonprofit. The move raises alarm bells in Springfield, which already has heard warnings from experts that power capacity could fall short of what’s needed in Illinois within the next five years.
