He allegedly sent explicit messages to an undercover investigator and proposed to pay for sex activities such as videos, college tuition, and an increase in sexual arousal. Police stopped Mitchell before the scheduled meeting and found over $1,000 in cash, erectile dysfunction medications, and the phone used during the online interactions.
