Voters in the city of Avenal voted in a recall election on April 28, but a court case could determine whether any votes will ever be counted. The recall, which targets four of the city's five council members, is over the city’s decision to build its own fire department rather than renewing a contract with Kings County. City leaders argue that the recall was improperly initiated due to supporters filing at the county level instead of with the city clerk. California law requires recall elections to be run by an "election official" at the local level, the local clerk. The votes cannot be counted until the two parties return to court in a week.
