The Concord City Council is considering appointing Jerome Wilverding as its next city manager, following the sudden termination of City Manager Valerie Barone. Wilvering, who has over two decades of management experience, served as chief accountant for Contra Costa County and auditor-controller in San Joaquin County before being appointed as administrator in 2021. However, his tenure ended suddenly when the county board voted 4-1 to place him on administrative leave pending termination. The decision was defended by Vice Chair Paul Canepa, who insisted that the board decided to take a new direction and not be influenced by his performance. The termination of Barone's contract could occur without cause under Whistleblower litigation.
