Conservative Republicans are protesting a potential deal to reopen the Department of Homeland Security (DHS) and alleviate long security lines at airports without the sweeping voter ID proposal. Sen. Mike Lee, the leading proponent of the SAVE America Act, argued that this plan was not allowed under Senate rules as provisions that affect only minor aspects of the budget are exempt from the "budget reconciliation" process.
