EU leaders agreed to a loan for Ukraine in December but Hungary's Prime Minister, Orban, blocked implementation due to a dispute over a war-damaged pipeline. This has sparked anger among other EU leaders as Ukraine is expected to run short of money within weeks if it does not receive fresh funding. Orban's actions have raised questions about the credibility of the European Council, the EU's highest-decision making body. Many EU officials are particularly exasperated as Orban has an opt-out from paying for the costs of the loan, along with the Czech Republic and Slovakia.
