The term "substantial plurality" can only apply in primaries where there are at least 4 candidates running and no candidate receives 30% of the vote, meaning the runner up has the legal right to ask for a second primary election if they achieve this. This is usually a formula that multiplies out of the total number of votes cast in a race into the number of seats available for grabs. This means that if the runner-up wins, they have the right to challenge the person who defeated them in the second primary. This could happen in the March 3rd primary in Winston Salem Forsyth County school board races, which have 4 contested primaries with at least 6 candidates and one with 10 candidates running. Voters in the Piedmont Triad are deciding on several key races during the Primary Election, including the North Carolina Court of Appeals. Results for elections are expected after polls close at 7:30 p.m. on Election Night.
