The affordability movement comes for CARB

California lawmakers are targeting the California Air Resources Board (CAB), the state's powerful air quality regulator, for their efforts to improve state policy. The law requires agencies to produce economic reports detailing the effects of regulations with expected impacts of $50 million or more, which is often crossed by CARB. Republican lawmakers have introduced several bills this year that would impose more rigorous requirements on CARB to publicize the impact of climate and pollution rules on residents and give them final approval before they take effect. While these measures have not been advanced in years, they have received widespread Democratic support. Democrats have rejected several similar Republican proposals over concerns they could slow down the development of new regulations. Meanwhile, Democratic Sen. Scott Wiener is pushing a bill that would allow state agencies to include offsetting benefits such as reduced health care costs when calculating whether a regulation would exceed the $50m threshold.
