'Amazing' moment for communities given right to buy for the first time

New "community right to buy" powers in England have been introduced as part of the English Devolution and Community Empowerment Act, a law that allows grassroots organisations to buy community assets if they can raise sufficient funds within a year. The law also widens the definition of what makes something an "asset of community value". Previously, a building had to have been used for community benefit within the past five years, but this will now be expanded to include assets that bring economic and social wellbeing to the area, as well as a new sporting category. However, Tony Armstrong, chief executive of Locality, expressed concern that only the wealthiest communities might be able to raise the funds required. The new laws allow groups to appeal the decision to not renew the £150m Community Ownership Fund.
