A proposal in the Minnesota Legislature has been proposed that removes artificial intelligence (AI) from the state's free speech protections, violating the Minnesota Constitution's guarantee that all individuals may freely speak, write and publish their sentiments on all subjects. The amendment, which leaves unclear what counts as AI-related speech, targets the people who develop and use these tools to communicate. Once the government gains authority to regulate the tools of expression, it gains indirect control over speech itself. The courts consistently affirm that the First Amendment protects speech regardless of the medium used to produce it. The proposal could result in companies being forced to design AI systems for killer robots or mass domestic surveillance in the U.S.
