Colorado lawmakers are moving to loosen the requirements of Proposition 123, the state's largest affordable housing fund, due to concerns that many local governments have not met the housing targets passed by voters in 2022. The bill would remove the current growth requirement and create a new, individualized goal based on new housing permits and job growth in each local jurisdiction. It would allow qualifying local governments to file a waiver if they're about to miss the old target, and potentially apply for another if they don't think they'll hit the new goal. The changes were widely supported by affordable housing groups and various local governments.
