Cost of Norfolk floodwall project balloons to $6 billion, completion slated for 2037

The cost of Norfolk's delayed coastal storm risk management plan has more than doubled to $6.1 billion from $2.66 billion, making the city's required contribution more than $2 billion. The state has contributed $50 million over two years to the project, half the annual amount sought by the city. The project is now scheduled for completion in 2037, five years later than originally scheduled. The cost of the project is attributed to design alignment, the addition of pump stations, cost estimate updates, and inflation. No federal or state legislation has been filed to reduce Norfolk's required share. The city may refuse to fund its share during any point that happens later than a year later.
