The Jacksonville Office of Inspector General (OIS) has been investigating a dispute between the city of Jacksonville and the Mayo Clinic, one of Florida's largest medical providers, over millions of dollars in utility fees. The dispute centers on utility service and whether additional fees should have been assessed as Mayo Clinic expanded its campus. According to legal documents, JEA argued in 2025 that Mayo Clinic owes more than $12 million in additional capacity fees due to its rapidly increasing water and sewer usage. However, Mayo Clinic attorneys argue that the organization is not required to pay these charges, citing a 1986 agreement with the City of Jacksonville. The OIS has begun questioning the agreement.
