Louisville's massage facility ordinance, introduced in March, has been under fire for only two months of full enforcement, causing job losses, relocations, and financial hardship. The ordinance's sponsor, Councilman Jeff Hudson, initially stated that it would not harm legitimate businesses. However, nearly two months after the deadline, the ordinance has already achieved its core enforcement goal. In May, raids on three unlicensed facilities resulted in five arrests and five victims rescued. The Alliance of Licensed Massage Therapists of Greater Louisville has formed to help licensed massage therapists navigate the ordinance's regulations. At least three licensed massage therapist have lost their positions due to the high compliance costs.
