Boston's tax-exempt sector fell short of City Hall's requested Payment in Lieu of Taxes (PILOT) program for fiscal year 2025, causing the city to face a $48.4 million budget gap and nearly $30 million in requested PILOT payments last fiscal year. Most participating colleges and universities failed to meet their requested payment of 68% and 91% of their contribution, while hospitals and medical centers were at 91%. The biggest offenders were Shriners Hospitals for Children Boston and Joslin Diabetes Center, which were at 0% compliance. The city had requested $5.05 million from Boston College, which declined to submit any payments in FY25. Despite this, the city continues to target Boston College and other major tax-free nonprofits for long-term PIPOT agreements aimed at helping to reduce the tax burden on homeowners and businesses.
