The previous policy allowed Houston police officers to wait up to 30 minutes if someone had an administrative immigration warrant, which was removed earlier this month due to concerns about constitutional rights. Whitmire's proposal suggests that police will no longer be required to cooperate with federal immigration authorities, but this was added by the mayor. The changes also adjust how administrative warrants are defined. The state has threatened to pull millions in funding, arguing the original ordinance violates Texas law. Some council members have questioned whether these changes could undo key parts of the ordinance.
