Trump's voting restrictions bill may fail, but parts live on in 23 states

The SAVE America Act, which requires proof-of-citizenship for non-U.S.-citizens to register to vote in federal elections, has been implemented in 23 states from Wyoming to Georgia since 2024. These measures have been followed by 17 states, which have also followed the federal system used to verify eligibility for public benefits. However, voting rights advocates warn that these measures could disenfranchise citizens who lack certain forms of identification during this year's elections. The bipartisan political reform group Issue One found 65 convictions of non-citizen voting between 2000 and 2025 out of about 1.4 billion votes cast in federal election. Of seven states that have implemented new proof-for-citizensity requirements, only New Hampshire is as strict as the SAVEAmerica Act. The SAVE Act also mandates that voter rolls be sent to the Department of Homeland Security to be run through a system used for verification of citizenship.
