Yusiel Lopez Insua, the operator of a tugboat pushing a barge that hit a sailing vessel, killing three children on board, is charged with seaman's manslaughter. Prosecutors allege that Insuas was browsing internet marketplaces on his cellphone at the time of the collision. The accident caused the catamaran to become submerged and the children, aged 7, 10 and 13, drowned due to entrapment. InSua is accused of failing to follow basic maritime safety rules and cellphone use during transit. The case also alleges that he failed to observe basic safety and navigation measures despite 12 years operating the tugboat. If convicted, he could face up to 10 years in prison.
