The Rent Guidelines Board, a nine-member panel made up of mostly Mayor Zohran Mamdani appointees, began its deliberations with new data on landlord incomes. The board, which is an independent body but appointed by Mammani, found a 6.2 percent citywide increase in net operating income for landlords with rent-regulated units, down from a 12.1 percent increase the previous year. The data was supported by tenant activists and landlords, while landlords argued the figures obscure financial realities facing rent-stabilized buildings. The Rent Guidelines board will continue reviewing data and hear testimony from tenants and landlords over the coming months. The final vote on rent increases will be held in June. The state Legislature passed its most time-sensitive budget bill on Thursday, but it is still not final.
