Ward 5 City Councilor Booted From Council’s City Manager Review Process Due To Conflict Of Interest

Conor City Councilor Stacey Brown was removed from the city manager's evaluation process due to a conflict of interest, as her husband is a police detective. The email, which was anonymously sent to Patch, stated that the city's mayor, Byron Champlin, had to consider Brown's participation in the process due due to her husband's police connections. The city manager, Tom Aspell, has the power to appoint, demote, suspend, dismiss, or grant leave to city employees. Brown has been participating in the review process for four years and declined to recuse herself despite this being an obvious conflicts of interest. Despite this, neither Champlin nor Jim Bouley, the city’s former mayor, nor any other elected official, removed Brown from the process. Brown accused the mayor of violating both the charter and councilor rules by making such a unilateral decision and delaying due process.
