Texas eyes New Mexico border counties, but annexation faces long odds

The study by Texas House Speaker Dustin Burrows to examine whether Texas could annexize some of the counties on the eastern rim of New Mexico, which all voted overwhelmingly for Donald Trump in 2024. The annexation of these counties would require a vote of the people in these counties and an act of Congress. However, New Mexico's Democratic leaders are not likely to willingly hand over large swaths of land in their part of the oil-rich Permian Basin. The potential annexation could significantly impact the margins in state legislative districts around El Paso, where Democrats dominate. The added oil revenue from these areas could be significant for Texas.
