Secretary of State Marco Rubio responded angrily to reporters who questioned him about the joint military action between the US and Israel against Iran, stating that no law requires the administration to notify Congress about strikes before engaging. He insisted that the Gang of Eight, a bipartisan group of top-ranking congressional leaders, had been informed but no law required it to inform Congress. The War Powers Resolution of 1973 stipulates that the president must inform Congress within 48 hours after taking military action or sending troops into combat or imminent combat, but a president can continue such action for only 60 days without a vote from Congress.
