GST Formula Again Under Fire as NSW’s Share Declines

The Commonwealth Grants Commission (CGC) calculates each other's share each year based on their financial capacity to provide similar public services, not their contributions. The state's share of taxpayers is determined by the principle of Horizontal Fiscal Equalisation.
