Kickoffs and other rule changes among topics of discussion at NFL’s annual meeting
Published on March 29, 2026.
The NFL's annual meeting will be held in Arizona, where owners, executives, and coaches will discuss various topics including replacement officials, potential rule changes, artificial intelligence, health and safety issues, international growth, and flag football. The biggest proposal is to allow the replay center in New York to advise on any missed roughing the passer or intentional grounding penalty, which could have led to an ejection. The NFL's use of replacement officials in the 2012 season resulted in several mistakes and wrong calls, including the "Fail Mary". The league is also considering allowing the 5-4-2 alignment for the upcoming 5-year alignment of the special teams play. There are also minor tweaks being proposed for the dynamic kickoff rule, which is entering its third season.
