The spring break has resulted in a flurry of policy battles between lawmakers and interest groups, with industry, environmentalists, and labor pushing their priority proposals through their first committee tests, while also seeking amendments to the bills they don't like. The American Property Casualty Insurance Association, the main trade group representing the property insurance industry, has launched an advertising campaign against nine legislative proposals that seek to increase consumer protections, including increasing claims and forcing more coverage in fire-prone areas. The industry is also trying to negotiate amendments ahead of the first policy hearings for these bills. The California Chamber of Commerce's six-figure digital ad campaign urging lawmakers to cut costly mandates that raise electric bills is also ramping up. Some lawmakers are already indicating potential amendments to bills that have been met with opposition.
