Brook Park, Ohio, Mayor Edward Orcutt has publicly outlined the first financial arrangements for a stadium deal with the Browns, stating that the facility will be a plus, not a drain, on the city. The proposed pre-development agreement includes $24.8 million in payments from the Browns parent company, Haslam Sports Group, ahead of the stadium's opening in mid-2029. This money will cover city expenses such as police cars and ambulances, sidewalk improvements near the stadium site, and the cost of construction inspections. The city would waive construction permit fees and structure the deal as a public project, making construction materials exempt from state and county sales taxes. Approval could come as early as the April 21 council meeting.
