Avon Lake City Council is moving towards a law that would require anyone under 18 to wear a helmet while riding or riding as a passenger on an electric bicycle. The proposal was introduced by Council member Dave Kos and would amend city code to mandate helmets for minors on Class 1, Class 2 and Class 3 e-bikes. Local physician Dr. Kenneth Remy, a critical care and trauma specialist, warned of a surge in head injuries due to the increase in e-bike injuries nationwide and that head trauma is among the most preventable harms. He also warned that stated speed limits may not reflect real-world use. The proposed ordinance does not cover electric scooters.
