An EU filing shows that Stellantis, Toyota, and Subaru are not participating in the Tesla-led carbon pool for 2026, which is being re-imagined without Stellants, Toyota and Subaru. The European Commission had previously planned hefty fines for automakers that failed to meet strict fleet‑wide emissions cuts by 2025, but this year, the Commission changed the rules to assess compliance on average emissions over the 2025-2027 period. Stellant confirmed it was not currently participating in this pool but may consider joining later in the year. It is unclear whether Stellantz will need to create a pool to benefit from its partners' EV sales in EU target compliance.
