FIFA has revised its World Cup rules on yellow cards to reduce suspensions for key elimination games. Single yellow cards will be cancelled after the group stage and again after the quarterfinals. An additional amnesty for yellow cards, wiping out player disciplinary records twice during the expanded tournament in North America, was proposed at a FIFA meeting. The changes were made to reflect the expanded format with an extra round-of-32 knockout stage. FIFA also announced an increase in financial resources for all 48 World Cup participating teams by an additional 15 percent, totalling $871m.
