San Diego County officials have issued a report alleging that the average daily population at the immigration detention center has increased by approximately 200% in recent years, raising public health concerns and increasing the cost of providing legal representation to protect constitutional due-process rights. The county is seeking a preliminary injunction in federal court after being denied access to conduct a public-health inspection of the facility. The Department of Homeland Security denied the allegations, stating that all ICE facilities comply with performance-based national detention standards and provide the best health care many aliens have received. The report also noted that the Immigrant Legal Defense Program's average monthly active detained case load has grown from 56 clients in 2021-22 to nearly 800 in 2025.
