Better Business Bureau: Data breaches are increasing

The Identity Theft Resource Center (ITRC) has reported data breaches increasing, reaching a record high of 3,322 in 2025, a 79% increase over five years. The number of victims decreased from 2024, or 1.36 billion down to 278.8 million, attributed to attackers shifting from mega-breaches to more frequent, targeted attacks on high-value data repositories. The ITRC is concerned about a decrease in transparency regarding these incidents, with nearly every organization that suffered a data breach providing clear details on what happened in 2020 only 30% did so in 2025. The top industries experiencing data compromises were financial services, health care, professional services, manufacturing and education, with professional services seeing the biggest growth in attacks. The Institute for Public Security Security (ISP) recommends minimum standards for transparency in data breach notices, including disclosing the exact cause of the breach.
