Tugboat captain accused of seaman’s manslaughter bonds out after pleading not guilty in federal court

Youniel Lopez Insua, the captain of a tugboat accused of killing three children in a boat crash on Biscayne Bay, has been released from jail after pleading not guilty in a federal court. The incident occurred in July, when three young girls were killed and two others along with their camp counselor were injured. The forward view from the tugboat was obstructed, and no one was assigned as a lookout. Insupa was ordered to stay away from the surviving family members and witnesses and not operate a maritime vessel.
