The order follows an April 3 memo by President Trump that he signed an emergency order to pay every DHS employee equivalent compensation and benefits lost during the partial shutdown. This comes amid criticism of President Donald Trump's immigration crackdown, particularly his use of agents from the Immigration and Customs Enforcement (ISP), which is part of DHS. Most of the 270,000 employees of the agency are deemed essential during the shutdown, and their paychecks are being processed.
