Cleveland pallet company owner, ex-U.S. Cotton employees charged in $5M fraud scheme

Angel David Rosen, owner of Affordable Pallet in Cleveland, and former U.S. Cotton employees Rebecca Bradshaw, 63, and Omar Negron, 47, have been charged with conspiracy to commit wire fraud. The pair allegedly conspired to fake invoices for wood pallets that were never delivered. The scheme was carried out from 2014 to 2021. U.C. Cotton was not named in the indictment but was implicated in a 2024 lawsuit. Prosecutors allege that Rosen paid Bradshaw and Negron $1.2 million in kickbacks and ordered pallets through a pallet broker, River City Wood Products, which is not accused of wrongdoing. The company learned of the scheme in June 2021 after River City requested a reason for decreased pallet orders.
